Maybe to that person, but one person is not a consensus.

However if a majority of experts, become a consensus on something then it is up to those currenty disbelieving it to take another look, E.G. unbelievable as it is there are people who STILL think the world is flat
Basic human emotions like fear and greed powerfully guide the actions of people. One of those actions is the strong ability to deny reality and act like everything is normal. People do it in their interpersonal relationships and they do it when faced with political realities. Can you blame them? The world is pretty effed up and most people are just trying to live their lives anyway they can; but it's getting harder and harder to live an insular existence with the way things are going.
If leaders come along and tell them a convenient story, even if it's transparent, many will want to accept it because it further excuses their denial.
