In the article Canada and some European countries just give $5-6000 to poor parents per kid. Instead of foodstamps, etc. But poor people are often dumb people. They will take the money and smoke it or put it in their arms rather than take care of the kids. So then we are back where we started with a bunch of poor neglected kids and less money to help them. Dumb Utopians!
