A second Baltimore officer was arrested in the kidnapping and extortion of a home contractor whose work on a patio renovation project failed to satisfy a police department colleague.

Juan A. Diaz, 46, was charged with abusing his position. He is accused of helping homicide detective James Lloyd confront the contractor and get back money paid for the project.

Police said he drove the victim to the bank and ordered him to withdraw money for a refund.

Lloyd was arrested last month and charged with extorting, kidnapping and abusing the power of his office.

Prosecutors said Diaz obtained $3,500 from the contractor, whose name was redacted in court documents, "by threat of force," Baltimore County Court records show.

How in hell did they think they could get away with that?

That is just utterly BS. The two confronted the contractor and drove him to the bank to withdraw money.

Plus there were 3 other officers present during the confrontation who just sat on their thumbs.

It is maddening what people think they can get away with these days.

This has nothing to do with the police department any more than three plumbers attacking a person has to do with plumbing.

If this were an isolated incident, i'd agree. However, it's just one case among many where the BPD is concerned.

If he wasn't satisfied with the patio project, why did he pay the guy?

Cops as goons. Good luck on getting out of extortion and kidnapping charges. Or, welcome to the big house.
