If you go by the General Assembly vote that condemned Russia the five countries that voted against the condemnation were Russia (duh), Belarus, North Korea, Syria and Eritrea. 35 nations abstained though, and 141 nations voted in favor of condemning Russia.

I am a little confused why Yemen is on your list but not Iran. Also what about Saudi Arabia? What about Myanmar/Burma? Colombia? Nigeria? Mali? Egypt? etc.?

I think you might have to rename it, "Locus of Evil 1.0" or just chalk most of it up as paranoid xenophobia in a global hegemonic state.

When did the US guarantee Ukrainian safety? They signed a treaty with Ukraine in 1994 along with the UK and Russia. The treaty agreed to the following:
  1. Respect Belarusian, Kazakh and Ukrainian independence and sovereignty in the existing borders.
  2. Refrain from the threat or the use of force against Belarus, Kazakhstan and Ukraine.
  3. Refrain from using economic pressure on Belarus, Kazakhstan and Ukraine to influence their politics.
  4. Seek immediate Security Council action to provide assistance to Belarus, Kazakhstan and Ukraine if they "should become a victim of an act of aggression or an object of a threat of aggression in which nuclear weapons are used".
  5. Refrain from the use of nuclear arms against Belarus, Kazakhstan and Ukraine.
  6. Consult with one another if questions arise regarding those commitments.
There are no "guarantees of safety" in the agreement.
