I don't think he is an "Idiot," but IMO rather closer to the mental and physical ills of senescence. Ills which make him an amenable cardboard cutout for the real powers behind the office.

They make the decisions, write the Executive Orders, give him the "cue cards," and make sure the teleprompter has script large enough for him to stumble through.

Still stumbles on stairs though, then mumbles and bumbles off script before doddering off stage when he gets lost in a short fugue state.
