The transportation is in the cities. The food reserves are in the cities, as are the finances. The CONSUMER in this cases is also a massive producer; of the investments, infrastructure, and money that the producer needs. Also the fertilizers, transportation, fuel, and tools needed for modern mechanized agriculture.

You can keep trying to pretend that the rural areas of this country are self-sufficient, but they aren't, no matter how much you want to pretend.
