Another tactic the west should do in Ukraine

What does the west have over Russia that can be used, probably more than anything? Money. We're seeing reportedly a lot of Russian troops fleeing, revolting, and a growing reason is not being paid what they expected. Why not offer financial rewards to Russians who surrender, scaling up to bigger units getting more money?

Ukraine floated an offer of a very generous incentive to Russian soldiers who switched sides. I don't know if anyone took them up on it.

They are not allowed to watch foreign media, their mobiles are confiscated before leaving Russia. I am guessing that most of them don't know.
