The university is a state school. The First Amendment applies. It cannot deny a student group use of the facilities on the basis of content.
Theres a simple solution to all the university problems. Where administrations refuse to guarantee free speech rights at events coordinated legally through their student services they should just register as private institutions and be cut off from all federal funding. States can still choose to fund away...but if a state attempts to fund one of those private universities that denies 1st amendment rights, the state should be cut off from federal funds entirely.
