On Air Force One in July of 2014, a reporter asked Obama about refugees. Below is what Obama said:

Q Mr. President, what about the refugee proposal?

Q Is the refugee program possible?

PRESIDENT OBAMA:...As I explained to my fellow Presidents, under U.S. law, we admit a certain number of refugees from all around the world based on some fairly narrow criteria. And typically, refugee status is not granted just based on economic need or because a family lives in a bad neighborhood or poverty. It’s typically defined fairly narrowly -- the state, for example, that was targeting political activists and they need to get out of the country for fear of prosecution or even death.

There may be some narrow circumstances in which there is a humanitarian or a refugee status that a family might be eligible for. If that were the case, it would be better for them to be able to apply in-country rather than take a very dangerous journey all the way up to Texas to make those same claims.

How familiar that sounds....

Familiar, and interesting that when Obama says it there is no recoil from the Identitarian Left...

Perhaps it's because Obama didn't really mean it, since he seemed so easily swayed by emotional appeals during the immigrant crisis under his Administration?

That the difference is Trump really means what he says about immigration policy despite the moral outrage of the Left?

A person can already apply for refugee status at US embassies.
Obama chose to encourage a different approach by his actions.

Libertarians believe that people should be able to travel freely as long as they are peaceful. We welcome immigrants who come seeking a better life. The vast majority of immigrants are very peaceful and highly productive. Indeed, the United States is a country of immigrants, of all backgrounds and walks of life…some families have just been here for more generations than others. Newcomers bring great vitality to our society. A truly free market requires the free movement of people, not just products and ideas. Whether they are from India or Mexico, whether they have advanced degrees or very little education, immigrants have one great thing in common: they bravely left their familiar surroundings in search of a better life. Many are fleeing extreme poverty and violence and are searching for a free and safe place to try to build their lives. We respect and admire their courage and are proud that they see the United States as a place of freedom, stability, and prosperity. Of course, if someone has a record of violence, credible plans for violence, or acts violently, then Libertarians support blocking their entry, deporting, and/or prosecuting and imprisoning them, depending on the offense. Libertarians do not support classifying undocumented immigrants as criminals. Our current immigration system is an embarrassment. People who would like to follow the legal procedures are unable to because these procedures are so complex and expensive and lengthy. If Americans want immigrants to enter through legal channels, we need to make those channels fair, reasonable, and accessible.

I agree with the bolded part.

However, while I frequently vote Libertarian I don't belong to the Party. I learned a long time ago when I was an active member that Libertarians are as likely to argue with each other over Party policy as to agree.

I don't have to agree with every Party plank, or even be a member to hold Libertarian values. I just don't hold to Libertarian-Anarchist values, being more of a Classical Liberal. However, the term "Liberal" has been perverted by the Left to mean "Progressive-Socialist" so I can't use "Liberal."

After all, I admit to being a Nationalist when it comes to the USA. :coffeepap:

Perhaps it's the difference between the letter and the spirit of the law. Are 'genuine persecution' and 'proper channels' intended to minimise the number of unwashed masses from entering your country, or are they disclaimers to be applied as occasional necessities rather than strict universal policy?

Wrong.

You Cannot Apply for Asylum at a U.S. Embassy or Consulate

Unfortunately, U.S. embassies and consulates cannot process requests for this form of protection because, under U.S. law, asylum seekers can apply only if they are physically present in the United States (or at least at a U.S. border or other point of entry).​

The point of the OP is that all we hear from Trump and his ilk is some BS about how Dems/liberals want open borders, yet as is clear from "O's" remarks, nothing could be farther from the truth. Hell, his remarks don't strike me as any form or fashion of "well, why don't y'all just stop on by for a visit and sit a spell," or even something similar.

The point is that Trump and the GOP have done nothing but embark on a campaign of lies and misrepresentations of immigration-related context and verisimility, and his/its sycophantic followers don't exercise the least bit of "trust but verify," as Reagan advised, so they believe the BS they hear from Trump and his cronies.
