An idea for tax exemptions regarding SALT

We need to remove any limitations on State and Local tax as well as any SALT exemption restrictions in regards to state and federal income tax.

Then you can have your city council vote in a 100% income tax on all residents. You then claim that as an exemption so that no one in your city has any taxable income at the state or federal level and let the rest of the country pick up the slack. Then the money generated from the city is used for a financial aid center. Here is what the financial aid center does. You give the financial aid center your W2 and a sob story and they give you all your money back.
