Let's say you're a parent who wants to motivate your kids to do household chores. You print up a bunch of fake money in ones, fives, and tens, and call them "mommy dollars".
Then you tell your kids you'll pay them for chores. Two dollars for cleaning their rooms, three for cleaning the kitchen, five for vacuuming the house, and so on.
Then you wait for the system to motivate your lazy kids to actually do some work around the house, but they don't. What gives? It turns out they don't really have a use for mommy dollars. Who cares about mommy dollars?
Then you get the bright idea to require your kids to pay you in mommy dollars at the end of each week or they'll lose privileges like being able to watch TV or have dessert after dinner.
Now the kids face consequences if they don't pay up. Everything changes. The kids are finally doing their chores.
What do you do with the mommy dollars you received from your kids? It doesn't matter. You already got what you wanted, a clean house.
This is exactly how U.S. government spending works. It creates and spends dollars to get something it wants: highways, police, tanks, etc. Then it makes sure citizens want to have dollars by requiring them to pay taxes, otherwise who would care about dollars?
