What is meant by "setting guidelines"? It sounds like a formal process. Do you mean, "expressing his own opinion"? I don't see how the Congress can prevent him from doing that.

I encourage the GOP and Trump to follow the process used by and towards Hastings. Impeach him, remove him and let him run then if he cares to.

He was impeached and removed from his judicial appointment by his own party. That doesn't prevent him from running for and winning a seat if the voters want to elect him.
