Literally every country has spies in other countries, and yes, it's a criminal act.

This is a nothingburger.

If we're outraged by this, then we must be equally outraged by Israeli, Canadian, Mexican, French, and etc... spies that are actively doing the same things in the U.S.

It goes deeper than Russia merely having spy's in Austria. There was a measure of reciprosity which is still being investigated.
