An elderly woman died after being stuck in the elevator of a new high-rise. Her neighbors say local authorities ignored 166 earlier complaints.

The typical scenario. Everyone takes their cut from profits and/or corruption and when tragedy strikes, it's becomes a game of musical chairs. "It's not my fault, it's [blank's] fault."
