She certainly let him know that if he wanted to engage in sex she was willing, but actually he persued her the first night even putting on a charge to get her into his office so they could have sex in the Oval Office. It's all detailed in the testimony. And then of course when involved in an employer/employee sexual harassment lawsuit he lied and convinced Lewinsky to commit a felony, risking going to prison, in order to save his own arse, what a guy.
