I don't know how 45 years was calculated from 1974 to now, but it sure looks to be an excellent investment in public-private solutions to industrialism.

The Solar Energy Research, Development and Demonstration Act of 1974 established the Solar Energy Research Institute, which opened in 1977 and was operated by MRIGlobal.
