GUANTÁNAMO BAY, Cuba — The United States government on Thursday offered a $4 million reward for information on the whereabouts of a Sudanese man who was convicted of war crimes at Guantánamo, was repatriated in 2012 and is suspected of recruiting for Al Qaeda’s branch in Yemen.
It is believed to be the first case of the United States offering a reward for the whereabouts of a prisoner released from Guantánamo by the Obama administration.
In 2014, the United States similarly offered a reward for a Saudi man who had been held at Guantánamo but never charged and was released by the Bush administration in 2006. He was killed in a drone strike in 2015. The State Department declined on Thursday to say whether any money was paid.
The announcement by the State Department of the new bounty on Thursday offered up to $4 million for information on the location of the Sudanese man, Ibrahim al-Qosi, 59. He pleaded guilty at Guantánamo in 2010 to providing support for terrorism and Al Qaeda in exchange for his repatriation. The reward announcement described Mr. al-Qosi as a member of the leadership team of the Yemen-based Al Qaeda in the Arabian Peninsula.
Three years after his repatriation, Mr. al-Qosi began appearing in videos and other publications of Al Qaeda in the Arabian Peninsula and, according to the State Department, “has encouraged lone-wolf attacks against the United States in online propaganda.” A report to Congress by the Office of the Director of National Intelligence, which was released in June, said that this year the United States intelligence community had identified 67 living and at-large former Guantánamo prisoners who after being sent elsewhere engaged in terrorist or insurgent activities. Seven of them were released by the Obama administration.
The report said the intelligence community had identified another 78 at-large former Guantánamo prisoners who were suspected of engaging in terrorist or insurgent activities.

There's currently 145 former Gitmo detainees roaming around free who have returned to terrorist activities since being released. The catch & release method for Islamic terrorists just isn't sufficient, as last Friday's double homicide in London proves.

How about formally charge them, put them on trial, and render a verdict.What other options do we have? Rehabilitation for terrorists doesn't work. Our government pays terrorists to not return to terrorism, this is how absurd the situation is.

During WWII, the United States detained at least 11,000 ethnic Germans. They weren't even enemy combatants or conspiring to commit terrorism. I'm not against detaining Islamic terrorists at Gitmo, rather than bringing them to the US to stand trial. The UK has a huge problem with Islamic radicalization in their prison system. We don't want that here.

During WW II the US detained most of our Japanese ancestored citizens. It wasn't exactly our finest hour.
Why is it necessary to bring these detainees to US mainland to stand trial? I must be missing something. We didn't do it in Germany after WWII. Gitmo works for me.
I get detaining German citizens during combat. You're rolling through an area a couple miles an hour. You don't have time to sort them out. Round them up and sort it out later.
No one on this thread advocated killing tourists, the word was terrorists.
And it was illegal in WW2, unless it was under an emergency measures act similar to Canada's War Measures Act. If That's the case you have to invoke that act against Muslims. Don't like it? Change the law. Toss out the right to counsel. Toss out habeas corpus. But stop pretending.
Probably all academic at this point anyway. Between Gitmo and the CIA detention sites there's a lot more than the nose of the camel in the tent.

We did bring German POWs here, there was a camp in California. They ended up teaching us how to better fold our clothes, and organize our rooms. The UK brought Italian POWs to their northern islands, and the Italians erected very attractive Catholic churches, and cooked tasty food. Islamic terrorists are worthless. They don't belong amongst us. There's really no need to explain it or rationalize it, Islamic terrorists don't belong here. Simple as that.

That's not the point. Warmbier's parents admitted to lying to the press, and as result the entire story was botched. Secondly, some sources say that he wasn't murdered, and really may have died from an infection he picked up in prison.
