In 2014, when Joe was VP, three black men were killed by racist cops. In three separate incidents.
Tamir Rice, Michael Brown, and Eric Garner.
What did Joe do as VP to help the situation, and ensure that racist cops would be cleansed from local Police Departments?
How do we know he would be an effective leader in cleansing racism from police departments, if elected? How did he show this during his eight years in office as VP?
The officer who shot Tamir Rice was fired...and last I checked while that is not justice served...he was not allowed to be a police officer anymore.

Same with the officer who shot George Floyd.
has he been convicted? What did Trump do to persue justice for Floyd? oh that is right..he called the people protesting terrorists.
Because the people protesting were injuring and killing other Americans.
Biden is claiming his America would be different. Yet when he was VP, there were three incidents in a row of racist cops killing black Americans.
How did he show effective leadership during this time?
If you wish to bash Biden...fine. But what about Trump's efforts? We do know the answer there to your question if you also had included Trump: nothing.
But Biden did say this: "Number one, cops have a right to go home and see their families at night. And number two, everyone — regardless of race, ethnicity or immigration status — has a right to be treated with dignity and respect," he said.
Trump issued an Executive Order on police reform, and got behind Tim Scott’s efforts to move a police reform bill through the Senate.
Democrats fought the Police Reform Bill, and the liberal media barely covered the EO.
All Obama did in response to the three incidents in 2014 was give speeches, Biden didn’t do a thing.
In response to your second paragraph, this is what liberals are really arguing. Trump has a hardline stance on immigration, therefore he incites racial tensions.
This is asinine.
Having a hardline stance on immigration, for economic reasons, is completely legitimate. If anyone has the impression that Trump doesn’t care about minority citizens, that is CNNs fault for fabricating that narrative for the past four years.

Nice try, but forget it. This election Isn't going to be about what Biden did or didn't do as V-P, It's going to be a referendum on Trump and what's in his baggage.
Your only hope is that Russia will dig up or manufacture a big enough dirt bomb to change the result. Even then, timing will be critical.
What is your definition of "racist cop?"
Same with the officer who shot George Floyd.
I trust the good people of this country to realize that the choice is not Trump vs. a vacant White House.Nice try, but forget it. This election Isn't going to be about what Biden did or didn't do as V-P, It's going to be a referendum on Trump and what's in his baggage.

George Floyd wasn't shot. He died when an officer put his knee on his neck for 9 minutes.
Unbelievable ignorance.
