Why isn't it suspicious? They were not where they were suppose to be. They were suppose to be in a state warehouse. Are you saying someone disposing of them in a field isn't suspicious?You also said that is somehow suspicious and I am extremely confused as to how you arrived at that conclusion.
If you found obsolete machinery in a closet the normal thing to do is dispose of it. I don't understand how that is suspicious.
What would you call it?
Here is one ]possible scenario: Someone had access to the storage warehouse, and stole them. After finding out they were no longer supported newer ballots, they disposed of them in a safer manner than it would be to try to return them.
