As far as people signing up, I'm sure a lot of people worried about health care (those with preexisting conditions or older) would be pretty excited over having insurance.

Of course not. You just now made up the term “CEOCARE”. It means nothing, therefore there would not be any web sites relevant to it, so of course, none of these nonexistent web sites would have been shut down by excessive demand.

The government now admits that there are programming and design problems. Blaming the crashes on "unexpected demand" is a laugh and, hey, how many people have signed up the first week?
