Joseph Salvati was not a mobster, yet he was framed by mobsters in the FBI for a murder he did not commit and J. Edgar Hoover was fully aware of the facts. Mueller should have also been aware of the facts before he refused to support the unanimous Massachusetts parole board recommendation to give Salvati a parole after 25 years in jail. Mueller seemed more interested in protecting the reputation of the FBI than in showing mercy on a man so horribly framed by the FBI for the murder they knew he did not commit. As newly appointed director of the FBI Mueller convinced Bush to refuse to honor congressional requests for FBI documents in the case. Mueller was a lot like Rosenstein in that obstruction of justice carried out to protect the reputations of the guilty within the FBI.

The FBI was helping mobsters in Boston years ago and Mueller became entangled with the crimes himself when he rose through the ranks of justice in Massachusetts. The same FBI was involved with the cover-up of the JFK assassination and other crimes. Things have not changed much. Top levels of government, including in justice, have crooks who commit crimes they cover up.

In terms of intent, dictators at that level will do as much as they can get away with in order to get their way.

Now how much they can get away with is facilitated by the cabinet, govt, military, judiciary, economy and society they're running and ultimately against the willpower of the opposition they come up against both internal and external. Those tolerances and forces ultimately decide how 'bad' a dictator can be (i.e. how many they kill or how much they steal) by how much they limit his ambitions or allow them to grow. But the intent and the ambition is much the same in any dictator.

Therefore Hitler, Stalin, Mao, Mugabe, whoever, can ultimately be said to be 'as bad as one another' because they all would have done a lot worse if they'd gotten away with it and some got away with more than others.
